Congress, Don't Leave America Waiting on the Sidelines

When Russia joins the World Trade Organization (WTO) in August, more than 150 countries will seize the benefits as Moscow enacts reforms to open its market, protect intellectual property, and strengthen the rule of law. The whole world is ready to get in the game.

The whole world—except the United States. If Congress fails to approve Permanent Normal Trade Relations (PNTR) with Russia before the August recess, Moscow will be free to deny U.S. workers, farmers, and companies the full benefits of its reforms. America risks being left behind again as European and Asian companies build on their head start in the world’s ninth largest market.
