Congress, Don't Leave America Waiting on the Sidelines
Since Russia joined the World Trade Organization (WTO) on August 22, more than 150 countries have moved to seize the benefits as Moscow enacts reforms to open its market, protect intellectual property, and strengthen the rule of law. The whole world is getting in the game.
The whole world—except the United States. Until Congress approves Permanent Normal Trade Relations (PNTR) with Russia, Moscow will be free to deny U.S. workers, farmers, and companies the full benefits of its reforms. America risks being left behind again as European and Asian companies build on their head start in the world’s ninth largest market.
