Policy Accomplishments for 2007

Specialty Metals Requirements
  • Successfully altered language in the FY 2008 Defense Authorization bill that improved the specialty metal requirements for contractors at the Department of Defense (DoD). 
  • Submitted comments in support of a rule that exempts commercially available off-the-shelf products from the domestic sourcing requirements for specialty metals at DoD.
Contracting Regulations
  • Worked to successfully remove language from the FY 2008 Defense Authorization bill that would have prohibited DoD from entering into contracts with companies under a World Trade Organization (WTO) investigation for receiving illegal subsidies.
  • Successfully opposed language in the House-passed version of the emergency supplemental bill that would have modified federal procurement regulations affecting fixed price contracts and proprietary information. 
Federal Prison Industries
  • Successfully included language in the FY 2008 Defense Authorization bill that provided contractors a more level playing field by reduced the mandatory source status for Federal Prison Industries. 
Accountability in Contracting Act
  • Removed or modified many provisions in the Senate version of the Accountability in Contracting Act affecting task and delivery order contracts, incentive fees, and the use of purchase cards to improve the government contracting process.
Debarment
  • Successfully opposed language in the Senate-passed version of the emergency supplemental and the minimum wage bills that would have automatically debarred federal contractors for violating certain immigration laws.
Certifications
  • Removed a provision in the Defense appropriations bill that would have required contractors to certify prior to award that they have no unpaid federal tax assessments and have not been notified of any unpaid federal tax assessment for which the liability remains unsatisfied.
