Dear Chairman Miller and Ranking Member McKeon:

The U.S. Chamber of Commerce, the world’s largest business federation representing more than three million businesses and organizations of every size, sector, and region, has been, and continues to be, a staunch advocate for the principles contained in the No Child Left Behind Act (NCLB).

In today’s knowledge-based, global marketplace of the 21st century, a well-educated population is the key to innovation, economic development, and a U.S. economy that remains the world’s leader. To ensure American students receive the quality education they need, congressional efforts to reauthorize NCLB must remain focused on raising academic achievement.

Specifically, schools and school districts must be held accountable for helping all students to reach proficiency in math and reading by 2014. While states can collect information on additional measures, such measures must not undermine the existing accountability system including the use of annual, statewide assessments. The Chamber strongly believes that any reauthorization legislation must address these fundamental principles.

The Chamber looks forward to working with you and the rest of the Congress to strengthen NCLB.
