Dear Senators Hatch, Klobuchar, Rubio and Coons:

The U.S. Chamber of Commerce, the world’s largest business federation representing the interests of more than three million businesses and organizations of every size, sector, and region, thanks you for introducing the Immigration Innovation Act of 2013, which would directly address the needs of the business community concerning vital, highly skilled jobs that remain unfilled without access to foreign talent.

The Chamber strongly supports the Immigration Innovation Act as it makes critical reforms to our legal immigration system that would, among other things, establish a marketbased system to increase and decrease the allocation of H-1B visa numbers. Significantly, this legislation would also ensure that individuals earning Master or Doctorate degrees in the natural sciences and engineering from U.S. universities have access to permanent resident status, as long as those individuals have a job offer and their U.S. employer is unable to find qualified and available Americans.

This legislation would transform the high skilled immigration system in our country. The Chamber thanks you for working together on a bipartisan basis to address these vital issues and welcomes the opportunity to work with Senate offices to resolve any impediments to passage as this legislation moves forward.
