ILR Welcomes Harold Kim as Senior Vice President

Former White House liaison to the Senate to focus on legal reform strategy

WASHINGTON, DC—Harold Kim has joined the U.S. Chamber Institute for Legal Reform (ILR) as the senior vice president of legal reform initiatives. In this role, Kim will provide strategy, policy development, and management to support ILR's comprehensive program aimed at improving the nation's litigation climate.

"During his service to the White House and the U.S. Senate, Harold has proven to be a skilled leader who works well with both sides of the aisle and possesses a keen political acumen focused on delivering results for the American people," said ILR President Lisa Rickard. "Harold's talents and experience will continue to serve the public well as ILR works to reform our nation's civil justice system."

Prior to joining ILR, Kim was special assistant to the president in the White House Office of Legislative Affairs. In that position, he served as President George W. Bush's liaison to the U.S. Senate on matters involving national security, the judiciary, civil justice reform, intellectual property, and criminal law enforcement. During his tenure, he helped win confirmation for several of President Bush's judicial and executive nominees and worked closely with the Congress in advancing the administration's policy priorities.

From 2003-2007, Kim served as counsel to the U.S. Senate Judiciary Committee, most recently as the deputy chief counsel to ranking member Arlen Specter. During the passage of the 2005 Class Action Fairness Act, Kim was the committee's chief civil counsel, advising Chairman Specter and other Republican members during the bill's committee markup and Senate floor action. He also previously served as senior committee counsel for Chairman Orrin Hatch, advising the Senator in the areas of asbestos, class action, medical malpractice, and bankruptcy litigation reform.
