U.S. Chamber Comments on OMB Memo Outlining Costs of Regulating Greenhouse Gas Emissions

WASHINGTON, D.C.—The U.S. Chamber of Commerce Vice President of Environment, Technology and Regulatory Affairs Bill Kovacs issued the following statement today regarding the Office of Management and Budget's (OMB) memo to the Environmental Protection Agency (EPA) on the costs of regulating greenhouse gases under the Clean Air Act:

"The decision to regulate CO2 under the Clean Air Act for the first time will hurt our economy and efforts by this administration to get people back to work.

"The EPA has not conducted any risk or cost-benefit analysis, and the administration's own memo confirms nearly everything we've been saying about the negative ripple effect throughout the economy—particularly the harm to small businesses.

"The memo also exposes how the EPA would be subject to countless lawsuits if it moves ahead to regulate greenhouse gases under the Clean Air Act."
