U.S. Chamber's Caroline Harris Promoted to Chief Tax Counsel and Executive Director of Tax Policy

WASHINGTON, D.C.—The U.S. Chamber of Commerce today announced that Caroline Harris, senior tax counsel, has been promoted to chief tax counsel and executive director of Tax Policy. In her new role, Harris will oversee the development of the Chamber's taxation policies and work to significantly increase the Chamber's visibility on vital tax issues as businesses face an increasingly onerous tax environment.

"Caroline has served the Chamber incredibly well with her unparalleled knowledge of tax policy," said Dr. Martin Regalia, senior vice president for Economic and Tax Policy and chief economist for the U.S. Chamber. "I'm confident that her expertise will continue to be of great value to our members as they grapple with new taxes as part of health care reform, and work to understand the complexities of other new tax proposals."

Harris has been the Chamber's senior tax counsel for 2 years, working closely with Dr. Regalia. In that position, her primary responsibility was to develop, promote, and publicize the Chamber's policy on tax related matters. Harris analyzed legislative and regulatory proposals for the tax implications on the business community and also worked with the Chamber's tax lobbyist, Ashley Miller Wilson, executive director of Congressional and Public Affairs, to prevent tax increases that reduce businesses' ability to grow, invest, and create jobs.

In addition to her new responsibilities, Harris will continue to serve as Committee Executive for the Chamber's Taxation Committee, which represents the tax interests of Chamber companies of all sizes and industry sectors.

Ms. Harris is admitted to the District of Columbia Bar, received a B.A. in Economics from the University of Wisconsin–Madison, and her J.D. from the George Washington University School of Law. She also received a Master of Laws in Taxation, with distinction, from the Georgetown University Law Center.
