About the Project
The U.S. Chamber’s Project on Regulatory Reform supports efforts to reform the regulatory process and make it more effective and accountable to the American people.
The Chamber supports efforts to reform the process which include:
- Requiring that economic and employment impacts of major rules are independently evaluated and disclosed to the public so that the costs of rules are clear up front to everyone;
- Providing measures for affected members of the public to obtain effective independent review of agency actions by affected members of the public;
- Providing for an up-or-down recorded vote by Congress for regulations deemed to have a major impact on jobs; and
- Providing for independent periodic review of current regulations and sun-setting those deemed ineffective or unnecessary.
Our Project on Regulatory Reform will work to continually tell the story to the American people about the massive costs of procedural defects and excessive regulations on jobs and on their personal and economic freedom through the following programs.
The Chamber serves as the leading voice in the media—new and traditional—calling for reforms to the regulatory process; raising concerns about the impacts that vast, sweeping regulations have on jobs and the economy; and highlighting the need to restore balance, transparency, and accountability. Efforts include blogger and reporter briefings, op-eds, social media outreach, and events.
Spreading the Word—The Case for Regulatory Reform
To make the case for regulatory reform and encourage business owners to tell us their stories, we send a weekly message to Capitol Hill, state and local Chambers, and our grassroots network.
An instructive board game was created to highlight the hurdles that American business owners face each day in this unprecedented regulatory environment. The game was delivered to all members of Congress as a reminder that their legislative actions can have severe consequences on the American business community. Grassroots Advocacy
Through a weekly regulatory message, e-mail campaigns, and grassroots conference calls, the Chamber educates and mobilizes its grassroots network.
Capitol Hill Strategy
The Chamber works with allies in Congress to frame a longer-term debate by supporting legislation to restore congressional oversight and accountability to the rulemaking process and opposing legislation that adds unnecessary burdens to the business community.
Regulatory Roadshow
The U.S. Chamber of Commerce is deploying nationally-recognized surrogates, Andy Card, former U.S. secretary of transportation to President George H. W. Bush and chief of staff to President George W. Bush, and Evan Bayh, former senator and governor of Indiana, in a series of road show events to educate Americans on the need to restore checks and balances to the regulatory process. Partnering with state and local chambers of commerce we will increase media and grassroots attention around the need for regulatory reform to make it more effective and accountable to the American people.

Evan Bayh served as the junior U.S. senator from Indiana from 1999 to 2011. He also served as the 46th Governor of Indiana from 1989 to 1997. Earlier in his career, after clerking for a federal court judge and entering private law practice in Indianapolis, he was elected Indiana's secretary of state in 1986. Today Bayh is a senior advisor at Apollo Global Management and a partner at McGuireWoods LLC. He also serves as a Fox News contributor. |

Andy Card served as chief of staff to then-President George W. Bush and assistant to the president and deputy chief of staff for then-President George H.W. Bush. He was the11th U.S. Secretary of Transportation. He began his political career serving in the Massachusetts House of Representatives from 1975 to 1983. He also served in the private sector as the president and CEO of The American Automobile Manufacturers Association and vice president of General Motors.
