China's WTO Implementation and Other Issues of Importance to American Business in the U.S.

As the world's largest business federation, the U.S. Chamber of Commerce is keenly aware of the importance of China's marketplace as well as the competitive pressures and challenges that China's economic rise presents to our broad membership. In this context, we are pleased to present our fourth annual assessment of China's World Trade Organization (WTO) implementation efforts. Unlike past U.S. Chamber WTO compliance reports, however, this year's report looks beyond WTO commitments to regulatory developments and practices that could have a significant bearing on the market access realized and treatment received by our companies in China. As China moves toward the end of its phase-in period for fulfilling its WTO commitments, we believe it is appropriate at this time to look beyond accession commitments. In particular, current and potential industrial policies that could reduce the value of foreign intellectual property (IP) and restrict market access are of growing concern.
