Clete Willems serves as the senior advisor to the President on global development and international trade.

As a member of the National Security Council, Mr. Willems serves as the senior advisor to the President on global development and international trade. Mr. Willems was most recently Chief Counsel for Negotiations, Legislation and Administrative Law at the Office of the U.S. Trade Representative—a position he started in June 2015. Previously, he was a Legal Advisor to the U.S. Mission to the WTO and an Assistant General Counsel at USTR. From 2007 to 2009 Mr. Willems worked on the Hill Budget Committee immediately after serving as Legislative Director for Representative Paul Ryan.
