Gary L. McCarthy started his law enforcement career in 1994 after graduating from the Arizona Law Enforcement Training Academy. McCarthy has held a variety of roles in law enforcement, from police officer to bureau chief. Currently, he serves as bureau chief for the Enforcement and Compliance Division (ECD) at the Arizona Department of Transportation. There he oversees employees stationed at the Ports of Entry, as well as ECD’s Border Liaison and K-9 Unit.

In 2015, Arizona Gov. Doug Ducey appointed McCarthy to the Arizona Human Trafficking Council, where he chairs the Outreach and Awareness Committee. He assists with community outreach through the development of training videos and public service announcements, trains individuals how to spot signs of human trafficking, and works with the Navajo Nation to raise awareness on tribal lands.

McCarthy is a graduate of the School of Police Staff and Command at Northwestern University.
