Amalia Rubin is Manager for the Americas at the U.S. Chamber of Commerce, where she manages the Coalition for Rule of Law in Global Markets and the U.S.-Colombia Business Council. In these roles, she drives strategic initiatives that promote bilateral relations, institutional integrity, and regional economic cooperation.

Amalia brings deep expertise in foreign policy and international development, with a focus on governance, security, and regulatory compliance. Prior to joining the Chamber, she served as Program Manager at the International Republican Institute, a nonprofit nonpartisan democracy development organization. During this time, Amalia led U.S. government-funded programs in Bolivia, Colombia, Ecuador and Peru, conducted geopolitical analysis, and advised on risk mitigation strategies. She also held multiple consultancies with the World Bank, developing a risk assessment tool and co-authoring policy research on interpersonal violence and forced displacement in conflict-affected settings.

Amalia holds an M.A. in Latin American Studies from Georgetown University’s School of Foreign Service and a B.A. in Sociology and Spanish from Georgetown University. Amalia is fluent in Spanish and based in Washington, D.C.
