WASHINGTON, D.C. — With lawmakers having enacted one of the most significant housing reform packages in decades, the U.S. Chamber of Commerce today announced the formation of its Housing Advisory Council. Inaugural members JPMorganChase, James Hardie, Citi, and UMH Properties will advance practical, market-driven policy solutions that will help to increase housing supply and address housing affordability in America. JPMorganChase will chair the Council.  

The Council launches at a pivotal moment, when federal housing reforms have created an opportunity to turn policy momentum into real progress on one of the country’s most pressing economic challenges. The U.S. Chamber notes that prior estimates suggest America faces a shortage of 4.7 million homes affecting workers, employers, and communities. The Council will bring deep industry expertise to local, state, and federal efforts and advance practical, effective policies informed by the companies that build, finance, and supply housing. Through the Chamber's network of more than 1,500 state and local chambers across the country, the Council will also help identify community-specific barriers to housing production and elevate successful local solutions that can be replicated and scaled.  

“When housing supply doesn’t keep up with demand, it becomes a real constraint on workers, businesses, and growth,” said Neil Bradley, Chief Policy Officer and Head of Strategic Advocacy at the U.S. Chamber of Commerce. “The Council is focused on bringing together companies that build, finance, and supply housing to focus on practical market-driven solutions that strengthen economic resilience and expand opportunity in local communities across America.”  

Building on the Chamber's advocacy for the 21st Century ROAD to Housing Act, the Council will publish recommendations, engage policymakers, and track progress across priority markets to drive measurable impact. The Council will pair policy advocacy with business-led solutions across three areas:  

  • Reducing barriers to building more housing by addressing outdated zoning, land use, and permitting processes that add time, cost, and uncertainty to development. 
  • Unlocking capital to support housing production by advancing policy and market solutions that improve certainty and liquidity, while mobilizing private capital to scale housing development.  
  • Strengthening the workforce needed to build housing by expanding training and skilled trade pipelines, apprenticeships, and employer-education partnerships to address skilled labor shortages that limit how quickly housing can be delivered.  

The Council’s work will draw on employers’ firsthand experience of how housing impacts hiring, growth, and investment. Bringing together companies across finance, construction, and housing supply chains, the group will be the catalyst for a new phase of business-led efforts targeting practical barriers to production and supporting communities in delivering more homes faster.

Morgan. "Together with members of the Council and in collaboration with public and private stakeholders, we will identify and advance solutions that increase housing supply and support homeownership to help more families access the American Dream."  

By integrating local, state, and federal reforms, the Council will focus on areas where alignment can unlock the greatest gains in housing supply. This effort extends the U.S. Chamber’s broader housing advocacy, which helps local communities identify solutions to housing shortfalls. The Council also complements the Chamber’s broader efforts to advance policies that strengthen the economy, support job creation, and improve quality of life in communities nationwide.
