The U.S. Chamber of Commerce and more than 20 national organizations including industry trade associations and labor unions formed the Move America Coalition—a broad alliance committed to securing timely reauthorization of federal surface transportation programs and advancing long-term investment in America’s infrastructure.

The bipartisan surface transportation law expires in September 2026. Without prompt action from Congress, states and localities face uncertainty that could delay or disrupt critical projects essential to mobility, supply chain resilience, and economic growth nationwide.

The coalition will advocate to:

  • Maintain and guarantee highway and transit funding at or above IIJA levels;
  • Stabilize the Highway Trust Fund and propose solutions that maintain a user-based, predictable funding strategy;
  • Modernize the project delivery and permitting processes; and
  • Enhance the safety, efficiency, and reliability of our transportation network.

“As a founding member of the Move America Coalition, the American Trucking Associations looks forward to working with our coalition partners, Congress, and the Administration to advance surface transportation policy that ensures the long-term future of the federal-aid highway program. Trucks moved more than 11 billion tons of freight in 2024 and are expected to haul around 14 billion tons by 2035, requiring a significant federal investment to ensure that highways are properly maintained and designed to accommodate the safe and efficient movement of all vehicles.”

— Darrin Roth, Vice President, Highway Policy, American Trucking Associations

“As passenger and cargo volumes continue to grow, U.S. airports face increased roadway congestion and an estimated $19.3 billion in ground-access infrastructure needs over the next five years. Investing in these much-needed improvements will ease local traffic, promote freight movement, expand transportation options, and enhance the overall passenger experience.”

— Annie Russo, Chief Political and Congressional Strategy Officer, Airports Council International – North America

"APTA is proud to do our part in establishing the Move America Coalition, and we join our coalition partners in urging Congress to prioritize robust, long-term surface transportation funding. This diverse coalition speaks with one unified voice: America's economic competitiveness depends on reliable investment in our transportation networks. Public transportation is essential to connecting communities, supporting economic development, sustaining American manufacturing jobs, and ensuring mobility for all."

— Paul P. Skoutelas, President & CEO, APTA

“As the only transportation association representing the intermodal freight supply chain, IANA knows that America’s competitiveness depends on a connected, resilient transportation network. Focused, sustained, and flexible federal investment along with thoughtful permitting reform are essential to maintaining that reliability. We respectfully urge timely, bipartisan action to provide long-term certainty and support the efficient movement of goods vital to our national economy.”

— Anne Reinke, President & CEO, Intermodal Association of America

“Passage of a comprehensive, multi-year surface transportation reauthorization bill is vital for sustaining infrastructure investment and providing certainty for the professionals who design, construct, and operate the built environment. Our nation’s bridges received a ‘C’ grade, roads received a ‘D+’, and transit received a ‘D’ in the 2025 Report Card for America’s Infrastructure, which ASCE released in March. The Report Card cites a $1.2 trillion investment gap for the nation’s surface transportation networks from 2024-2033, which is just to bring these systems to a state of good repair. This investment gap will grow if Congress does not maintain substantial, dependable funding for transportation programs. ASCE looks forward to continuing to work with Congressional leaders and our coalition partners on advancing a robust reauthorization bill that will strengthen our infrastructure now and for years to come.”

— Marsha Anderson Bomar, Ph.D., AICP, ENV SP, F.ITE, NAE, F.ASCE, President, American Society of Civil Engineers (ASCE)

"Local leaders understand their community better than anyone and know firsthand that collaboration is key to delivering needed infrastructure projects. Together with the Move America coalition, we will ensure Congress hears local voices. Advancing investments in local infrastructure projects across the country is critical for creating thriving local economies."

— Clarence E. Anthony, CEO & Executive Director, National League of Cities

“The U.S. Travel Association looks forward to working with the Move America Coalition to ensure a timely surface transportation reauthorization that advances long-term investment in America’s infrastructure. Travel is essential to driving economic growth and job creation in states, destinations, and communities across America, and it is indispensable to our nation’s global competitiveness. As the voice representing stakeholders from across the travel ecosystem, U.S. Travel will work with the coalition to advance policies that keep Americans moving safely and efficiently.”

— Geoff Freeman, President & CEO, U.S. Travel Association

“A safe, reliable, and efficient transportation system is the backbone of the economy and essential to maintaining the U.S. equipment manufacturing industry’s global competitiveness. Next year, Congress has an opportunity to pass a surface transportation reauthorization bill that improves safety, reduces delays, fuels economic growth, supports family-sustaining jobs, and ensures the long-term sustainability of our transportation systems. The Association of Equipment Manufacturers looks forward to working closely with the Move America Coalition and lawmakers to advocate for the reauthorization of critical federal surface transportation programs and a sustainable and long-term funding mechanism for America’s transportation infrastructure.”

— Kip Eideberg, Senior Vice President of Government and Industry Relations, Association of Equipment Manufacturers

"As America's largest transportation labor federation, we have long advocated for robust federal investment to repair, modernize, and improve our transportation infrastructure and systems. As a member of this coalition, we're committed to strong labor standards, championing funding at or above levels in the Bipartisan Infrastructure Law, and safety improvements in the upcoming Surface Transportation Reauthorization bill."

— Greg Regan, President, AFL-CIO Transportation Trades Department (TTD). TTD is a federation of 40 labor unions across all modes of transportation.

“Federal surface transportation investment is the backbone of the American economy. It is a proven job creator. Members of the International Union of Operating Engineers stand ready to build the next generation of roads, tunnels, bridges, and transportation networks. This coalition reflects something we do not see enough of in Washington – a broad, bipartisan group that agrees that our country’s infrastructure is essential to our competitiveness. The IUOE is proud to join with the Moving America Coalition in urging Congress to increase current funding levels for American infrastructure, stabilize the Highway Trust Fund and streamline our current permitting and delivery processes.”

— John L. Downey, General President, International Union of Operating Engineers

"America’s prosperity has always rested on the strength of its infrastructure. Sustained, robust investment saves everyday Americans an estimated $700 a year. Without action from Congress, those same families could end up paying thousands more as roads, bridges, and transit systems wear down. For more than a decade, United for Infrastructure has worked with partners like the U.S. Chamber of Commerce, the American Society of Civil Engineers, and others to push for federal investment that keeps America moving, creates good jobs, and strengthens our economy. The Move America Coalition reflects that same spirit of collaboration and urgency, ensuring that reauthorizing federal surface transportation programs and investing in resilience, innovation, and workforce stay a top priority across communities and sectors nationwide."

— Ross van Dongen, Director, United for Infrastructure

"NSSGA is proud to join this broad coalition of infrastructure stakeholders to advocate for a robust, multi-year surface transportation reauthorization that ensures the Highway Trust Fund remains solvent and able to meet America’s growing demand for safe, modern roads, bridges and transit systems. Aggregates producers stand ready to deliver the essential materials needed to build and maintain our nation’s infrastructure, and we look forward to working together to secure federal investments that keep our economy moving."

— Michele Stanley, President & CEO, National Stone, Sand & Gravel Association

“Federal surface transportation reauthorization requires a big lift and a big tent. The Move America Coalition will bring the general business community to this important debate, strengthening our efforts to deliver a robust bill on time.”

— David Bauer, President & CEO, American Road & Transportation Builders Association

“2026 will be a critical year to capitalize on the current moment to pass legislation that will grow manufacturing in America—from sustaining robust investments in American infrastructure and surface transportation to enacting common-sense, comprehensive permitting reform. If Congress delivers, manufacturers will be able to invest, hire and cement America’s leadership on the global stage.”

— Chris Phalen, Vice President of Domestic Policy, National Association of Manufacturers

“Investments in transportation infrastructure are essential to the future economic growth of the United States. Building upon the current levels of federal transportation investments is essential to the competitiveness of American business, State and local economies, and the daily lives of regular people including hundreds of thousands of LIUNA members and their families. The Moving America Coalition represents the kind of non-partisan, policy-focused, stakeholders that is needed to help stabilize the Highway Trust Fund and build projects faster and more effectively.”

— Brent Booker, General President, Laborers International Union of North America (LIUNA)

“U.S. cement manufacturers, who help provide the literal building blocks of America’s roads, bridges, tunnels, and other essential infrastructure, implore lawmakers to meet the deadline to advance a long-term, well-funded surface transportation reauthorization. Taking timely action will give states and communities the confidence to move forward with the construction of critical transportation infrastructure, ensuring supply chain resilience for U.S. businesses, and allowing Americans to continue to lead productive, everyday lives.”

— Sean O'Neill, Senior Vice President, Government Affairs, American Cement Association

"As the voice of the nation’s third-party logistics industry, TIA supports the Move America Coalition’s call for a robust, bipartisan surface transportation reauthorization. Reliable federal investment across all modalities is vital to a secure and efficient supply chain, ensuring America remains the world leader in logistics innovation. We must strengthen the Highway Trust Fund and enhance the safety, security, and reliability of our entire transportation network - protecting communities while safeguarding against fraud and other threats to system integrity."

— Chris Burroughs, President & CEO, Transportation Intermediaries Association (TIA)

“America’s economy depends on moving people and goods safely and efficiently. When our transportation systems work, people can get to work, goods reach the shelves, and communities thrive. But without Congressional action this coming year, stalled projects, higher costs, and strained supply chains will create widespread uncertainty. That’s why the Move America Coalition is bringing together the designers, builders, and users of our transportation network to urge the decisive action needed to keep America moving and support long-term economic growth.”

— Neil Bradley, Executive Vice President and Chief Policy Officer, U.S. Chamber of Commerce
