David Smentek is a public policy and government affairs leader with more than a decade of experience advancing legislative, regulatory, and business objectives at the highest levels of the U.S. House of Representatives and in the private sector. He brings deep expertise across the legislative process—including leadership strategy, appropriations, coalition building, and member engagement—and has successfully translated policy insight into measurable growth and market expansion for emerging companies.

Prior to joining the U.S. Chamber of Commerce as Senior Director of Government Affairs, David served in numerous key roles in Congress, most notably as Legislative Director for the House Republican Conference under Chair Cathy McMorris Rodgers, shaping the Chair’s policy strategy and leading a multi-member team. After leaving Congress, David transitioned to the private sector, where he led partnerships and federal affairs for an early‑stage technology company focused on federal growth and advocacy.

David is a graduate of George Washington University.
