
Jessica Boulanger

Jessica Boulanger, senior vice president and Head of Communications and Public Affairs at the U.S. Chamber of Commerce, brings over two decades of experience in advocacy, policy, political, and corporate communications.
Boulanger oversees communications to advance the Chamber’s priorities at the global, federal, and state levels. In addition to leading policy, regulatory, legal, and political communications, she is responsible for the Chamber’s social media, digital content, and creative teams. Boulanger is also in charge of overseeing the organization’s public affairs and issue advocacy communications campaigns.
Before joining the Chamber, Boulanger led executive communications at Amazon where she managed external, internal, and social media programs for its senior S-team leaders. Prior to Amazon, she led communications and government affairs at Business Roundtable, the association of CEOs of leading U.S. companies. There she spearheaded major legislative achievements, including the Tax Cuts and Jobs Act of 2017 and passage of the United States-Mexico-Canada Agreement, along with major corporate initiatives, including the launch of the BRT’s 2019 Purpose of a Corporation.
Earlier in her career, she held leadership roles at the National Republican Congressional Committee and the Republican National Committee and served as a press secretary and communications director for three different members of the House Republican leadership on Capitol Hill.
Boulanger holds a B.A. from Syracuse University.
