
Jonathan W. Burks

Jonathan W. Burks is an experienced senior public policy professional and corporate board member with more than two decades of experience across the public and private sectors. He joined the U.S. Chamber of Commerce in July 2026, where he oversees the Chamber’s Economic and Health Policy Programs.
Prior to joining the Chamber, Burks served as Executive Vice President for Economic and Health Policy at the Bipartisan Policy Center, where he led efforts to develop bipartisan solutions to the nation’s most pressing economic and healthcare challenges. Previously, he was Vice President for Global Public Policy at Walmart and a partner at the Brunswick Group, where he co-led the firm’s U.S. public affairs practice and advised clients on complex policy and regulatory issues.
Burks has held several prominent leadership roles in government, including Chief of Staff to Speaker of the House Paul Ryan, where he served as a principal advisor on policy, strategy, and management. He also advised Senate Majority Leader Mitch McConnell on budget and appropriations matters, served as Policy Director for the House Budget Committee, Director of Legislative Affairs at the Securities and Exchange Commission, and Senior Advisor to the Under Secretary of the Treasury for International Affairs. Earlier in his career, he held multiple roles in the White House, serving both President George W. Bush and Vice President Dick Cheney.
Burks serves on the boards of the Metropolitan Washington Airports Authority and the American Idea Foundation.
He holds a master’s degree from the Johns Hopkins University School of Advanced International Studies and a Bachelor of Science in Foreign Service from Georgetown University. He lives with his wife and children in Arlington, Virginia.
