D.C. Court of Appeals holds that transfer of real property from partnership to LCC was a taxable event

The Chamber's amicus brief explains that nothing in LoperBright itself prohibits the D.C. Council legislation, but urges D.C. Court of Appeals to recognize numerous existing guardrails on judicial deference to administrative interpretations of law.
