U.S. Chamber urges Seventh Circuit to hold that state price-control law violates Commerce Clause’s extraterritoriality principle, which bars a State from directly regulating out-of-state transactions between parties with no connection to the State

The law directly restricts the terms of an out-of-state transaction—a sale of a generic or off-patent drug from a non-Illinois drug manufacturer to a non-Illinois distributor—based solely on the possibility of eventual resale into Illinois.
