Washington, D.C. -- Justworks and the U.S. Chamber of Commerce today announced a new partnership bringing together the U.S. Chamber’s leadership in small business research and advocacy with Justworks’ expertise helping small businesses grow and thrive.
The Justworks and U.S. Chamber of Commerce Small Business Index will provide timely insights into the confidence, challenges, opportunities, and expectations shaping America’s small business economy. Each quarterly release will combine data, expert interpretation, and perspectives from small business owners to help leaders understand what the findings mean and what they should consider next.

Since 2017, the Small Business Index has given small business owners, policymakers, and business leaders a timely view of how small businesses are performing and responding to changing economic conditions. It examines small business health, employment trends, capital investment, hiring plans, and expectations for the future, while offering insights across industries and regions.
With more than 14 years of experience serving small businesses and insight from more than 15,000 current small business customers, Justworks will bring additional real-world perspective to the Index, including greater visibility into the workforce, benefits, hiring, and growth decisions facing small business owners.

The first edition of the Justworks and U.S. Chamber Small Business Index (Q3 2026) will point to signs of optimism among small businesses and show that the share of small businesses offering key employee benefits, including health insurance, increased from 41% last year to 46%. The report will examine what is driving these shifts and how small businesses are navigating benefits, hiring, growth, and continued economic uncertainty. The Q3 2026 Index will be released at the end of September.
Small businesses do not always have access to reliable information about how their peers are navigating common challenges, from competing for talent and offering employee benefits to investing for growth and responding to economic shifts. By providing trusted benchmarking and translating the findings into practical implications, the Small Business Index can help business owners make more informed decisions at every stage of their journey and give policymakers and advocates a clearer understanding of the conditions facing small businesses.
