The U.S. Chamber of Commerce strongly supports H.R. 2804, Protecting Small Business Competitions Act of 2025. We commend the House Committee on Small Business for passing this important legislation unanimously, and we appreciate your leadership in reinforcing the important role small businesses play in the federal marketplace and in the broader American economy.
The Rule of Two codified in H.R. 2804 has long served as a foundational safeguard to ensure that small businesses have a meaningful opportunity to compete for federal contracts. By helping to preserve a fair and predictable procurement environment, the Rule of Two provides access to contracting opportunities for small firms, including many of the innovative companies that are driving economic growth in communities across the country.
Small businesses are often the source of new ideas, emerging technologies, and agile problem-solving that strengthen the federal supply chain and improve outcomes for taxpayers. Ensuring these firms can compete on a level playing field is not only important to the vitality of the small business community, but also to the competitiveness of the United States.
The Chamber has long supported policies that foster competition, expand opportunity, and encourage innovation throughout the economy. In that spirit, we commend the Committee for reporting H.R. 2804 and for recognizing the value that small businesses and their employees bring both to federal procurement and to the nation’s long-term economic strength.
