To the Members of the United States Congress:
On behalf of the undersigned organizations representing manufacturers, agricultural businesses, service companies, and other business from across the United States, we urge you to support American jobs, exports, and industry by passing a robust, long-term reauthorization of the Export-Import Bank of the United States (EXIM). With long-term reauthorization and targeted reforms, Congress can ensure that the Bank operates at full capacity to support American manufacturing, supply chains, and global competitiveness in an increasingly competitive international marketplace.
Export financing has become an increasingly important tool of statecraft, with more than 115 foreign export credit agencies actively supporting their national exporters. The People's Republic of China alone provided an estimated $24 billion in medium- and long-term export credit support in 2024—more than four times the volume officially supported by the United States that same year. In this competitive environment, EXIM is an essential tool that helps American exporters compete globally and level the playing field. This is particularly true in strategic industries such as commercial aviation, advanced energy and nuclear technologies, and heavy manufacturing, where foreign competitors are aggressively deploying state-backed financing to secure long-term commercial and geopolitical advantages. For many American companies—whether small businesses or larger manufacturers and their supplier networks—EXIM's financing tools are the difference between winning and losing a deal, expanding operations or shutting doors, and hiring workers or risking American jobs.
EXIM's track record speaks for itself. In FY 2025 alone, EXIM authorized $8.7 billion in transactions supporting approximately 40,000 American jobs, with more than 87 percent of transactions directly supporting small businesses. Since 1992, EXIM has generated a net $9.8 billion to the U.S. Department of the Treasury. The Bank maintains a low default rate and, through fees and interest, continues to generate revenue for taxpayers.
With EXIM’s authorization scheduled to expire this year, it is critical that lawmakers send a strong and unambiguous signal to global customers and competitors alike by ensuring this important tool in the U.S. trade arsenal remains available and continues to provide American companies the stability needed to plan, invest, and compete with confidence. In particular, we encourage Congress to:
- Reauthorize EXIM for 10 years to provide long-term certainty and enable EXIM to meet demand for trade financing that fills critical gaps and helps level the global playing field.
- Mitigate future Board quorum lapses by strengthening and streamlining provisions enacted to ensure EXIM’s operational stability and ability to approve critical financing to support U.S. companies.
- Strengthen EXIM’s China and Transformational Exports Program (CTEP) to ensure that it remains aligned with evolving areas of strategic, technological, and geoeconomic competition and that EXIM has the authorities, flexibility, and capacity necessary to compete effectively against the extensive state-backed financing offered by China and other foreign competitors.
- Strategically revise the overly restrictive default cap to better align EXIM’s risk appetite with its global competitors, eliminate the structural disincentive to supporting key strategic sectors, and enable American competitiveness while maintaining prudent safeguards, oversight, audits, and heightened reporting requirements during periods of portfolio stress.
Throughout its history, EXIM has proven that it is a critical tool for strengthening manufacturing in America, boosting global competitiveness, unlocking new market opportunities for small businesses, and supporting American jobs—all while generating revenue for the federal government.
At a time of intensifying global competition, Congress has the opportunity to strengthen American competitiveness, support U.S. workers, and reaffirm America’s economic leadership through a long-term and robust reauthorization of EXIM. We urge you to seize this opportunity on behalf of our nation's workers, manufacturers, exporters, and job creators.
