Dear Senators Fischer and Gillibrand,

The U.S. Chamber of Commerce is pleased to support S. 2828, the Child Care Modernization Act of 2025.

The struggle to find quality child care is a top concern for both businesses and employees, representing a significant challenge to meeting workforce needs across the economy. By introducing S. 2828, your bipartisan leadership to improve access to high-quality child care demonstrates your commitment to advancing solutions.

The lack of child care affects more than just parents. Because of gaps in the child care system, businesses may be unable to fully staff their operations, leading to facility closures or reduced hours of operation across all industries. According to a U.S. Chamber Foundation study, absences and employee turnover related to child care challenges cost employers anywhere from $400 million to $3 billion each year.

Your legislation would help families manage child care costs, expand parental choice, and give states greater ability to support child care providers and their staff. Importantly, it would invest in workforce development initiatives to recruit, train, and retain qualified   professionals, ensuring a stable and skilled workforce to meet growing demand. In addition, S. 2828 would create new grants to expand child care supply and improve facilities, including support for startup costs, renovations, and construction. These changes would address persistent shortages, strengthen the child care infrastructure, and improve families’ access to affordable, high-quality child care, especially for those most in need.
