Dear Senators Coons and Cassidy and Representatives McKinley and Veasey:
We write today to applaud your introduction of the Storing CO2 and Lowering Emissions (SCALE) Act of 2021. The U.S. Chamber of Commerce and our members have long supported carbon capture, utilization, and storage (CCUS) technologies as an important solution in combatting climate change. Our policy principles underscore the business community’s interests in promoting the role of such technology innovation linked to broader, durable market-based climate policies.
The SCALE Act provides important tools for communities to establish needed CCUS and transport infrastructure. This public-private partnership model, proven in transportation and water infrastructure projects, would help mobilize private capital and accelerate CCUS permitting and deployment for companies to reduce greenhouse gas emissions and meet our national climate action goals. As we continue our recovery from the global health and economic crises, building modern, resilient CCUS infrastructure will also lead to thousands of jobs for American workers.
