TO THE MEMBERS OF THE UNITED STATES SENATE:

The undersigned organizations strongly support S. 914, the Drinking Water and Wastewater Infrastructure Act of 2021, and oppose any amendments that would weaken or imperil this important step towards building modern resilient infrastructure and addressing America’s longstanding water infrastructure challenges.

In particular, we are concerned with an amendment expected to be offered by Sen. Rubio that would set aside the longstanding Clean Water State Revolving Fund allocation formula, which, among other things, would curtail funding available authorized by this bill to help small, rural, disadvantaged communities. We applaud Chairman Carper and Ranking Member Capito for their commitment to update the SRF allocation formula through the regular order process
