TO THE MEMBERS OF THE UNITED STATES SENATE:

The U.S. Chamber of Commerce strongly supports and urges the swift confirmation of the nomination of William R. Evanina to be Director of the National Counterintelligence and Security Center (NCSC).

The 2026 State of American Business

Discover what U.S. Chamber President and CEO Suzanne Clark and leading business leaders are saying about the state of the economy and the top issues shaping the domestic and global business landscape in 2026 and beyond.

Mr. Evanina comes to the NCSC with decades of expertise and leadership, having served in senior national security and law enforcement positions across federal agencies.

Mr. Evanina is a trusted partner to the private sector whose responsibilities as Director would affect most segments of the economy and require close collaboration with industry. He has demonstrated his willingness to cooperate with the private sector on an array of issues such as nation state-sponsored economic espionage and intellectual property theft, supply chain risk management, and other complex and challenging counterintelligence threats that the government and private sector face together.

The Chamber looks forward to working with Mr. Evanina and making tangible progress on reforming and modernizing the security clearance process. Improving the efficiency of the background investigation process is critical to enhance collaboration between industry and government that, in turn, will substantially enhance our collective defense from hostile foreign nation states and other threats.

The Chamber urges the Senate to quickly confirm Mr. Evanina so that he can continue the essential task of leading the NCSC. We appreciate your consideration.

Sincerely,

Neil L. Bradley
