The Case for Commercial Space Licensing Reform

America's commercial space sector is growing fast, and federal licensing must keep pace. The U.S. Chamber of Commerce submitted comments to the FAA urging the agency to finalize a modernized commercial space licensing framework grounded in three core principles: predictability, efficiency, and transparency.

The 2026 National Space Transportation Policy sets a goal of 1,000 launches and reentries annually by 2030. Meeting that ambition requires a licensing process that reduces unnecessary delays, eliminates redundant requirements, and gives operators, investors, and communities clear expectations and timelines. Today, permitting complexity is already delaying critical projects — including a $400 million spacecraft processing facility at Kennedy Space Center that would support up to 100 permanent jobs.

A modernized licensing framework will help ensure the United States remains the global leader in space commerce, launch, and next-generation aerospace innovation, vital to both our national and economic security. The Chamber stands ready to work with FAA and Congress to advance durable, practical improvements to commercial space licensing.
