Dear Chair McMorris Rodgers and Ranking Member Pallone:

The U.S. Chamber of Commerce strongly supports H.J.Res. 153, a resolution of disapproval under the Congressional Review Act to nullify the Federal Communications Commission's (FCC) Safeguarding and Securing the Open Internet Order (Title II Order).

The Title II Order is not authorized by Congress and will harm consumers, particularly those in rural and economically disadvantaged areas, by hindering the investment needed for broadband deployment. These flaws will also put the American economy at a competitive disadvantage.

Beyond H.J.Res. 153, Congress should enact legislation codifying key net neutrality principles, without imposing a Title II-like legal regime on broadband, to help address the growing patchwork of state net neutrality laws and to pursue comprehensive permitting reforms to accelerate broadband deployment.
