To the Members of the United States Congress: 

The U.S. Chamber strongly supports the Fiscal Responsibility Act of 2023, which is the product of negotiations among Speaker McCarthy, President Biden, and other congressional leaders to suspend the debt limit until January 1, 2025. Defaulting on America’s debt is not an option, and this sensible compromise legislation should serve as a template for how greater deals for the fiscal health of the country can be achieved. The Chamber will include votes related to this legislation in our annual How They Voted scorecard.

We applaud the measures to slow spending, facilitate the appropriation process through regular order, and other provisions to help get America’s fiscal health in order.

We also believe the permitting reform provisions in this legislation are critical to building the economy of tomorrow necessary for American businesses and communities to compete globally. This legislation would be the first meaningful update to the National Environmental Policy Act since it was enacted in 1970. A bipartisan consensus recognizes there is much more to be done to fix the broken permitting process, but this legislation – including approval of the Mountain Valley Pipeline – represents real progress and positive momentum.

We urge you to vote “yes” on the Fiscal Responsibility Act of 2023.
