To the Members of the United States Congress:

The U.S. Chamber of Commerce urges you to approve H.Res. 1061, the Consolidated Appropriations Act for Fiscal Year 2024.

We applaud the bicameral, bipartisan work of the Appropriations Committees to avert a partial federal government shutdown. In particular, we appreciate their thoughtful leadership for retaining certain important “legacy riders” in the legislation and excluding policy directives that could have derailed agreement.

The Chamber highlights the Congressional Directed Spending requests included in the bill that would benefit local infrastructure projects in members' districts that many individual state and local chambers of commerce support.

The essence of democracy lies in the ability of elected officials to find common ground for the common good. This legislation sends a clear message that cooperation on a diversity of funding and policy issues can produce results. 

We hope Congress can also complete work on the remaining FY 2024 appropriations. We are mindful of the April 30th deadline for the across-the-board cuts to kick in as dictated by the Fiscal Responsibility Act of 2023 (P.L. 118-5) and hope that Congress will continue its work to forestall that outcome.

A government shutdown has real-world negative consequences that hurt American businesses, their employees, and American families. We urge you to support and pass H.Res. 1061, the Consolidated Appropriations Act for Fiscal Year 2024.
