The U.S. Chamber of Commerce applauds you and the original cosponsors of H.R. 978, the “Regulatory Improvement Act,” for your leadership on regulatory reform issues. Moreover, we salute your collective efforts to ensure that regulatory reform is a bipartisan effort.

On January 11, 2017, U.S. Chamber of Commerce President and CEO Tom Donohue emphasized the need for regulatory reform in his annual State of American Business address. The federal rulemaking process, as governed by the Administrative Procedure Act, has been virtually unchanged since it was established seven decades ago. Highlighting increasing overregulation and the outdated regulatory process, Mr. Donohue stressed that regulatory reform should be a top priority in the 115th Congress and singled out passage of the Regulatory Accountability Act.

We appreciate the strong work of you and your cosponsors for your proactive approach to regulatory reform, for striving to keep this issue at the top of the congressional agenda, and for your bipartisan cooperation.
