To the Members of the United States Senate:

            The U.S. Chamber of Commerce supports the Emergency National Security Supplemental Appropriations Act, 2024, which would provide crucial funding to key allies and support development of a more robust domestic defense industrial base.

            The Chamber believes this legislation would address threats to U.S. national security and the security of critical partners amid mounting attacks on democracies and free markets abroad.  Perhaps the most painful lesson of the 20thcentury is that what happens in Europe and Asia affects America directly, and we ignore it at our peril.  

            To that end, this legislation would bolster the U.S. defense industrial base, fund the production of munitions and critical systems, and help carry out U.S. commitments under the AUKUS security partnership with Australia and the United Kingdom.  It would also provide urgently needed military assistance for Ukraine and Israel, which are currently engaged in active conflict, and Taiwan.

            We urge you to support an amendment that would allow Afghans who supported and assisted American forces in Afghanistan with the ability to fully resettle in their new homes in the U.S.  

            The Chamber is disappointed that the Senate was not able to forge an agreement on broader improvements to our nation’s border security efforts.  We hope that Congress can come together on efforts to provide desperately-needed security, asylum, and immigration reforms to tackle the economic disruption and human suffering caused by the border crisis.

            We urge you to support the Emergency National Security Supplemental Appropriations Act, 2024.
