To the Members of the U.S. House of Representatives:

The U.S. Chamber of Commerce strongly supports H.R. 1435, the “Preserving Choice in Vehicle Purchases Act,” and urges you to vote in favor of this bill when it is considered by the full House. The Chamber will consider including votes on this legislation in our How They Voted Congressional scorecard.

The auto sector is essential to America’s economy, and the importance of a unified, nationwide auto market is more important than ever to allow manufacturers to plan and invest for the future. The Chamber has long raised concerns with state-led efforts to set their own vehicle emissions standards and effectively force auto manufacturers to comply with a patchwork of incompatible state and federal standards. This complicates compliance and adds to regulatory uncertainty, while increasing costs for consumers.

When added to growing auto sector challenges related to labor tensions, global competition, and longer-term inflation and supply chain challenges, these regulatory burdens could exacerbate sectoral headwinds and increase the likelihood that negative consequences spill over into the broader economy. H.R. 1435 would help reduce these burdens and provide a path to preserve a unified national program for vehicle emissions standards that provides regulatory certainty alongside continued emissions reductions.
